A federal court just vacated the current Reg II implementing Durbin Amendment for debit cards issued by banks over $10b. The court found the Fed improperly included some expenses that Dodd-Frank law didn’t authorize. At the same time, the Fed is working on a proposal to lower the Durbin price caps.
